Try reinstalling Windows. If that doesn't help, start the computer,
tap the F8 key repeatedly until the startup menu appears and
select "Step by step confirmation". This should tell you where
the problem is occurring.

Why do you suggest reinstall Windows right off? That's the *last_resort*
solution.

1. Start the machine and immediately start tapping the F8 key, or the Ctrl
key. That should get you a menu where you can choose Safe Mode. Choose Safe
Mode. (Repeatedly tapping F5 might get you directly to Safe Mode.)

2. Go to Start>Run box and run MSCONFIG (System Configuration Utility).

3. In MSCONFIG choose Selective Startup. Uncheck all items below that except
the Win.ini and System.ini items. Click OK and restart when prompted.

4. Does it start? At all? If not, repeat the above and uncheck Win.ini and
System.ini. What happens?

Re-install Windows 98 again, but before you start, remove all unnecessary
hardware and set what's left to its simplest configuration. In other words,
make the machine look as much as possible like a 10 year old computer. You
can reconfigure and upgrade after you get W98 up and running.
